Free school meals work differently in England, Scotland, Wales and Northern Ireland. This guide explains who can get them in the 2026/27 school year, what is changing for Universal Credit households and where to apply.

## Who this guide is for

This guide is general information for parents and carers of children at state-funded schools in the UK. It does not cover independent schools or home-educated children, and it is not advice for any one family. Figures were checked on official pages on 14 October 2026.

## England

On GOV.UK, a child may qualify if their parent or carer gets Universal Credit, income-related Employment and Support Allowance, support under Part VI of the Immigration and Asylum Act 1999, or the guaranteed element of Pension Credit. Children who get these benefits in their own right can also qualify.

GOV.UK says that from the start of the 2026 to 2027 school year, children qualify if their household gets Universal Credit, regardless of household income. Before this, a Universal Credit household had to have take-home earnings of £7,400 a year or less, after tax and not counting benefits.

Separately, children in reception, year 1 and year 2 at government-funded schools can get free school meals whatever the family income. GOV.UK says that if you also get a qualifying benefit, it can help to tell your local council, because the school may receive extra funding.

To apply, you enter your postcode on GOV.UK to find your local council and apply through its website.

## Scotland

The Scottish Government's mygov.scot site says all pupils in primary 1 to 5 at council-run or Scottish Government-funded schools can get free lunches in term time, and that financial circumstances do not matter.

In primary 6 and 7 and in secondary school, pupils can get free meals if a parent or carer gets certain benefits. These include Universal Credit with monthly earned income of no more than £995, Pension Credit, Income Support and some income-based benefits. Scottish Child Payment is listed for primary 6 and 7, but not for secondary school.

## Wales

The Welsh Government says all primary school children in Wales can get Universal Primary Free School Meals, with no income test. Families are still encouraged to check eligibility for wider support, such as the School Essentials Grant, which the Welsh Government says can be worth up to £200.

For secondary pupils, a written statement dated 22 June 2026 says the current rule is Universal Credit with annual net income below £7,400, not counting benefits. The Welsh Government has announced plans to remove that income limit for secondary pupils in Universal Credit households. It says parents of Year 7 and Year 8 pupils are intended to be able to apply from September, and that further details would follow. The statement does not give a full timetable, so local council pages are worth checking.

## Northern Ireland

nidirect says a child can get free school meals if they attend school or pre-school full-time and the family gets Universal Credit, income-related Employment and Support Allowance, support under Part VI of the Immigration and Asylum Act 1999, or the guarantee element of State Pension Credit.

For Universal Credit families, household earnings after tax must be no more than £15,900 a year in 2026/27. The figure was £15,390 in 2025/26. Applications are made through the Education Authority.

> **Key numbers** England: Universal Credit households qualify regardless of income from the 2026/27 school year (earlier limit £7,400). Scotland: all of P1 to P5; Universal Credit limit of £995 a month earned income for others. Wales: all primary pupils; secondary expansion announced 22 June 2026. Northern Ireland: £15,900 a year household earnings after tax. Checked 14 October 2026.

> **Who this affects** Families with children at state-funded schools. Many families already get some help without realising it, so it can be worth checking the official page for your nation.

## Other help linked to free school meals

GOV.UK says children who get free school meals in England can also take part in the Holiday Activity and Food Programme, and that food vouchers may be available through the Household Support Fund. Availability depends on your local council.

## Check before you act

Thresholds, start dates and application routes can change, and councils and schools may run their own processes. It is worth confirming everything on the official pages linked below. Free, independent help is available from Citizens Advice and your local council.
